Problem with m/c solenoid or wiring

I've been getting a code for a bad m/c solenoid for a while now. The solenoid doesn't make the ticking noise when you turn the ignition on, so I assume it's not working on my car. I had the carb on another car and the solenoid made the noise as soon as the car was turned on. I thought it may be in the wiring, so I hooked up a voltmeter, and there is power going to the solenoid. What's the deal? The solenoid works on other cars, but it won't work on mine. The car is an 84 Z, LG4. Any help would be greatly appreciated.

unless im going crazy there is a relay between the starter and ignition. a relay is suppose to make that "ticking" noise if its working properly. so assuming there is a relay i would check that, especially since that same solenoid works on other cars.

One of the wires (pink w/black) has ignition on it; the ECM pulls it in by grounding the other as it sees fit. In order for the solenoid to operate, there has to be battery at one end and ground at the other; you can supply either one continuously and the other intermittenty.

Sounds to me like the other wire (blue? I think) is broken or disconnectred somewhere, or that driver in your ECM is hosed.
