My car does that sometimes when I try to shut it off when its still on the choke and the idle is too high. Try tapping the gas a little before you shut it off to get the RPM's down. I got a stiffer throttle return spring and that seemed to help too.

It's called dieseling.. Occurs from a too high idle, or excess carbon buildup.
You can mist some water into the carb, to clean things about a bit, if it's carbon buildup.
Hmm, red cats too?? sounds like either a lean problem or a clogged cat.

Your timing is advanced too far or your idle is set too high. Try shutting it off with the car in gear until you sort it out.
And in the process of "sorting it out", you'll probably have to lube the choke linkage, readjust he mixture control solenoid, idle stop screw, high idle stop screw, and check the TPS voltage.
There may also be a high idle solenoid on your carburetor (not sure on your car) that reequires adjustment after everything else.
