what is this..???

ok, on the bottom driver side of the TB(on TPI) there is and "L" shaped black rubber piece that looks like it should have a hose connected to it or something.. What is this, and should anything be connected there? Thanks all...

Transmission: 700r4 3300 yank converter
Axle/Gears: 3.27 9 bolt
that is a vacuum line that goes to the EGR solenoid over on the passenger side by the distributor. it splits and also goes to the fuel vapor canister over by the passenger fender.

ahhh ic

So that does connect to the eecs VIA the plastic line with the "T" fitting on it.. Someone told me a while back that it was not supposed to be connected to anything.. I figured that line went there but it wasn't long enough so I wasn't sure.. Whats problems if any would that be causing being unplugged...??? Thanks everyone i really appreciate it...
