If you want your car to act like stock, then keep the flap. The flap is there to either allow or restrict hot air to the intake. See that flexible tube attached to the bottom of the flap area and then to the exhaust manifold? That's where the hot air comes from. The flap closes upon startup to allow hot air in, and once the engine heats up, it opens to let fresh air in.

Just FYI: the entire stock air cleaner assembly is incredibly restrictive. If you want a nice power increase, get rid of it and install a open element air cleaner for about $30. It's worth at least 10hp.

You can gut it, but if you get some ****-retentive ******* when smog check time rolls around, you won't pass.

If you're not going to go with an open element air cleaner, then just leave it alone. That way you can put it back on when it's time to sell the car or pass emissions.

Removing the flap isn't really going to improve the stock air cleaner assembly. It's only closed during startup anyway.
