Did your car originally have the delay wiper option? If it didn't, then that switch won't do anything more than what it is already doing. There were two types of wiper motors installed in our cars, standard (no delay) & pulse (delay).
There is a resistor under your dash that regulates the delay, but I'm not sure what to look for. Ask on the electrical board, one of the mods might move this there for you...
<edit> I mean down by the steering column.

My fault. I went and looked at mine. You have to have the delay motor, like Trickster said. If you hook a delay switch to a delay motor, it should work.
**edit** OK It's 2 am and my brain is Jello. Either there is some sort of governor for the delay wipers or there isn't. On an '86 , I don;t think there is. In fact, I think I'm thinking of a Ford design.
But, you can get it to work eventually, and that's all that matters.

Does the hi and low work, or no settings work?

Yes, the high and low work and so does the windshield solvent. . .from the switch. . . but no delay. . .Is there a way to check under the hood to see if mine is a standard or pulse motor? What do I look for?

You can pull the black cover off the wiper motor to find out. The board may be bad or the arm may have broken. If its the delay cover, be careful when you reinstall it to make sure its back on correctly and the arm is in the right position.

Mine do the same thing. After the wipers are running for a while, and I switch to delay mode, it will work. But if I just turn them on first, they won't. I will try some of these tips.

the answer to your problem...maybe
This worked for me...locate the wiper control harness under the hood. Unplug it. Plug it back in. Then try it.
My mechanic said, "A lot of times with these old cars, the connections will become a little corroded. Sometimes just unplugging and plugging back breaks it loose."
It's at least worth a shot if you haven't already tried it.

I have this exact problem as well. I tried reconnecting and cleaning the connector but that didn't work. I also tried removing the motor and cleaning it up inside but that dind't work either. I heard somewhere that GM had a problem with the solder connections on the board breaking after time.
