Is this belt wheel supposed to turn???????
the one with a arrow pointing to it. wont turn by hand
its a serpentine belt system.

You should be able to turn that by hand. Thats your air pump. The unlabeled pully on the right of the picture is your power steering pump.

it also could be the belt tensioner.. hard to tell by the pic.. does the pulley have a pump with some wires and tubes attached to the backside of it?

All pulleys are supposed to turn freely by hand. The belt tensionor is up top, between the A/C and the water pump in that picture. Sounds like your air pump has seized up. Mine did that a few months ago, and to make matters worse, I locked my keys in my car too.

On a serpentine setup, remove the belt....brilliant idea. I like the idea of having no water pump or alternator or power steering, either.

I'm not big on serpentine systems, so don't flame me, if you can't, but can't he just remove the smog pump and get a corispondingly shorter belt, I'm sure someone has got the proper legnth someware?

My bad, didn't read that part. Anyway, if its not a TPI car remove the smog pump and forget about it or if it will work get a shorter belt that will bypass the smog pump. If it is a TPI car then replace the pump.
