Since no one else has replied I will try to help, check to see if your distributor has a cracked cap.

Pino,
First, check the rubber seal underneath your hood all the way at the back. This seal prevents water streaming down your windshield from entering into the engine compartment.
Second, If you look under your hood you will see a black flexible conduit filled with wires just above the brake booster. Some of these wires are for the ingnition / VATS system. Check to make sure none of them are frayed or damaged. Also check wiring underneath and to the right of the booster on the fire wall. Make sure that none of these have been damanged.

And more Civic's then I can count. Why do they even bother?

I never actually fixed the problem. I installed a push button in the engine compartment, that I use for bumping the motor over. When the VATS fails, I can quickly start it again. I had started to due the VATS bypass thing, but my chip doesn't match any of the known values. I think my meter is going south!

I bought a water-proof push button switch from a marine supply store. Its the one with the rubber cover on it. Its has two wires coming off it. I ran one to the battery cable side of my starter and the other wire to the small post with the white(?) wire on it. Basically, its the same as the old "shorting the screw driver" trick. It gets the job done when stranded. You just have to make sure the car is out of gear and the e-brake is on. My car, being carbed, also helps.
