Is it possible to get a 350 Ramjet to push 400HP to the wheels?

Yes, port the heads and replace the camshaft. The stock ramjet cam is quite small. Something like the LT4 hot cam would be cool. May have to remap the fuel calibration to account for the extra airflow.
The compression ratio could be raised too.

This seems like a dumb question but about how much will a shop charge me to port the heads. I have never had it done before.

I can't seem to locate a Ramjet 430. Any ideas where I can get one?

Well theres the damn proof it exist lol now where can I buy it. I mean whats better then a plug and play 430HP....but hey they discontinued the camaro and firebird right so...

Ok I am just gonna port the heads and go with the hot cam but where do I get this ECM controller?

You probably could also just use a tpi ecm and harness. It has plenty of functionality and should work quite well when tuned.
FYI, that link just looks like a closed loop kit. An ECM will have this built in for free.

The Ramjet ecm can be reprogramed but first it has to be "unlocked" There is a software "key" code that unlocks the chip in the factory MPFI3 Ramjet controller. I don't know what it is.
You don't need a shop to port vortec heads.
You can do it yourself. They do not need extensive porting or any trick technique to get decent usable flow.
there is a good article in Car Craft on how to do these heads.
It is straight forward stuff. I did essentually the same things as discribed in the article and got very simular flow results on a flow bench. You can too.
I would disassemble and hand port the heads , they will need machining preperation for a new hi perf hyd roller cam and valvetrain anyways. I would shave the heads a little and use a thin head gasket to get the compression ratio up a bit higher. I would port match the ramjet intake manifold to match the heads.
I'd get a new hydraulic cam and matching kit Look for a .050" duration of 218 to 240 and .500" to .575" lift
ground on EFI friendly 112-114 LSA. the ecm will still need tuning.

The new ones come with the MEFI4. How would I hook a TPI ECU to the ramjet, I thought the ECU is built into the intake? I am not being a smart *** I am serious.

No its not "built in to the intake"
It sits on the intake. Yes you could use a TPI computer to work with a Ramjet motor. Or use some other aftermarket efi like the FAST system.
