Car Won't Turn Over

I have a 1990 RS V6 camaro. I installed a new ignition and new VAS key. The problem now is that it only starts when I turn the switch on and ground the starter. When I turn the switch I hear the fuel pump prime for a few second but there is no sound from the starter. I took out the started and had it check out and it is OK. The only click I hear is coming from the drivers side kickpad. I open it and saw a relay there. Would that cause the car not to turn over. Any suggestion are welcomed..

Well, it could be a few things really, Check your neutral position sensor, sometimes mine does that and i have to grab the connector and wiggle it a little and then it starts, or it could be bad. Could be in the ignition. When they checked the starter they also checked the solenoid right?
