Second, I just got my transmission rebuilt. The reason why I needed it rebuilt was because the damn kickdown cable was loose.
And now this top cable hits the bottom pan of the air cleaner (when I shut it down)

I'm un-sure, but on my emissions sticker for a Carb, that would be the Purge TVS hose... it went to a little plastic thing... hard to explain, and I have no pictures of it lol.
You should have your emission sticker on your hood in order to find out where it goes.
You'll want to route that spark plug wire AWAY from the air cleaner, it can shoot spark around the carb if it has the air cleaner to move the spark... imagine how dangerous THAT would be....

Could the vacuum line be to the thermac valve on the old air cleaner? It had a vacuum operated door above the heat riser on the driver's side exhaust manifold. If so just cap it. Air cleaner is resting on the cruise control cable sheath, as long as it's not kinking it or rubbing on the cable that slides you may be ok. Also looks like someone straight wired the radiator fan. It should be wired to a connector from a harness near the bottom passenger side. Was probably straight wired when the temp sensor went out (passenger side head). If you've still got the factory connection you should trouble shoot it and reconnect. Definitely need to lose the residential electrical work.

this is one from a Canadian car, but you'll get the idea I think...
Like stated above, it's probably the vacuum line that went to your stock air cleaner.
BTW, this picture shouldnt be the same as yours. This is for a Canadian carb'd vehicle. Which would be the NON computer controlled Q-Jet.
But it should give you an idea of what your sticker should look like (it should be on the underside of your hood)

The thermac line is the one that goes to the temp sensor then to the vac motor on the aircleaner in the photo.

Having it set up like this wont alter the way the engine operates right??

Yes and no. It's not really hurting the engine having the fan run all the time, but it will take the computer longer to go into closed loop, which will affect gas mileage and overall engine efficiency. And, of course, the fan motor will wear out quicker since it's running at all times.

Simple fix for the issue of the cable hitting the air cleaner...buy a NON-DROP base. You won't have to use that gold spacer ring and you'll clear the cable easy. This topic is covered in length in the TBI forums.
