washer fluid pump is mounted to the washer tank itself on most cars. mines a '91, and that's where mine is at. just remove whatever fluid you have in there (use a hand pump or something), disconnect the electrical connector and the pump just kinda' pulls away from the tank. just wedge a screwdriver between it and the tank and pry it outwards - carefully. there'll be a seal on it, too, usually re-useable, so just pop it on to the new one and snap 'er in place, hook 'er up and fill'er up! good luck - it's a piece of cake.

On an 83 I believe it's the kind that goes up into the wiper motor cover. That's the electric ones anyway. Follow the hose from the tank back and you will find it. There were a few vac. models I saw at the scrap yard. Never dealt with those.
Not sure what year they started putting them in the tank it's self. Up to 87 at least, it was in the wiper motor cover.

On the 82-83 models, the washer pump is mounted under the cover on top of the motor. Check the connections as HalfInchWrench suggests, but it's possible you need a new pump assembly.

On the GM replacement pumps, you had to swap over the switch module from inside, maybe your aftermarket one is the same?

The stock piston-type pump on the older cars is such junk. Not just these cars, but all through the decades that they were used. Washer fluid actually dissolves the plastic over time. What a stupid choice of materials.
What I did to my 83 was to get a pair of the newer wiper arms with the squirters in the arms, that sort of drop the fluid on the windhield directly and evenly, instead of spraying pulses at it from a distance; and put one of those $12 universal replacement pumps in the washer line, bypassing the factory stupidity altogether. I simply hooked the replacement pump up to the same 2 wires that go the little solenoid in the wiper motor. I used make slide terminals on my extender wires, such that I didn't have to hack any wires or any pumps or anything else whatsoever, except that the lines now come together in a "T" where they used to hook to the pump.
Worked so good, I did it to 2 of my other cars the next night.

There was recently a post suggesting the same thing, but with one of the newer pump styles.

i also took off the sprayers and attached the on-arm spray thingies instead. works better. spreads evenly as the arms move.
