I have seen liquid dripping out of my exhaust and white smoke. I know my carb is bad but can this cause this to happen.

Valve seals = burning oil = blue smoke.

White smoke = burning coolant.

If you're doing them "in frame" don't drop a valve down in the cylinder. It won't come completely out of the head, but it can leave you in quite a pickle.

you mean physically push it or move it down somehow? so basically remove old gasket and clean the metal surface and put in new gasket abd put everything back together without touching the valves themselves correct?

No. To replace the valve stem seals you have to remove the valve springs that hold them up in the heads because the stem seals are inside the springs. Once you remove the springs, your old enemy Gravity, want's to pull the valve down. There are 2 methods to do this correctly. do a

Car: Yes
Engine: Usually
Transmission: Sometimes
Axle/Gears: Behind me somewhere
I'm going to go WAY out on a limb and guess that it mostly does it first thing in the morning...

In which case, it's COMPLETELY NORMAL. It's steam, and the liquid is condensation.

If it isn't loosing any coolant; You didn't say that, but I believe "doesn't use coolant," implies it. Then, I agree with Sofakindom, it's condensation. Put a mirror, or a glass behind the exhaust pipe and the water will condensate on, or in it. Even if there's no smoke there's still condesation, just not enough to produce "white smoke."
