91 RS Won't Start

It is a stock 91 RS 305 TBI/T-5 with 135K on it. The car ran fine until one day I turned off the engine, go to start it and it turns over, but will not fire. I can smell gas in the TB so I think it is getting gas. I checked the coil and the plug wires and all are sparking. I pulled the valve cover and cranked it over and the valve train moves. I put it at TDC and the No. 1 cylinder valves are both closed.

What am I missing?

I am going to replace the fuel filter tonight and check the pump just to be sure that it isn't a fuel problem. A friend told me that there may be a fusible link at the distributer that could go bad, but I don't know what to look for.

I was going to replace the timing set because it has 135K on it and I wanted to get rid of the nylon crank gear, but it's alot of work especially if it's not the problem.

Any help is appreciated.

Pulled the inline filter and cranked the engine over while the filter was off and there is no fuel pressure. Checked the fuse and relay, both are good. I am assuming that the pump is bad. I will replace the pump this week and post results.
