High 11's, maybe.
A basic carb'd 383 ($3k if you watch the budget and build it yourself), built transmission w/high stall torque converter ($2k for TH700 - maybe less for TH350, but you'll need conversion equipment), very simple open exhaust ($200), gears & posi ($500), slicks ($300).
I wouldn't count on it, though. Add another $2k, much more likely.

That will also leave out what I would consider vitals such as subframe connectors and some means of traction improvement.

Driver ability is a huge factor, do you have experience drag racing? it could be the diffrent between running 13's or 10's

Look at nightrider'87s combo. I probably misspelled his name here, but he's got a primer black '87 Camaro with a basic mild 350 in it. I think it runs basement 12's or high 11's. It's a freak car, but a good one to emulate. Or of course mwnova66's setup(s).

A few years ago, a Mopar magazine decided to try and go 11.99 for 1,199.00, including the price of the car. They did. If you have a car and 6000.00, it'll be a snap. Just do the work yourself and stay away from high dollar race parts. You won't need them to go 11s unless MAYBE your building a ten pass every weekend dedicated drag car. You WILL need nitrous and knowledge about how to build for it, and how to use it safely and effectively. Get reading.

don't forget to learn how to drive! i've only raced my car about 6 runs, all with huge modifications in between. that's why my times suck.

MANY years ago, one of the car magazines (forget which) did it for less than that. They picked up a 500 cu inch Caddy, made a run, then started taking things off. In the end, they had all fenders & doors off, and had even cut off the roof. Totally not NHRA/IHRA legal, but they proved a point.
Forget whether or not they changed the oil or plugs before they started. . .

Point taken, but the mopar was a stock bodied roadrunner with a plastic hood. Rust had gobbled up quite a bit of steel, however.
If you want an 11 sec every Sunday bracket car, ditch nitrous and spend the dough on a reliable 383/dart headed type mill. If you want an easy driving street car that can occasionally bust off an 11 at the track, just make a 350 with forged pistons, h beam rods, and a forged shaft, then stick a fogger on it. Of course you'll be running risks on driveline parts, but with an auto, the rear should survive a few passes at the track...much longer on the street where there's no bite.
