Does it have fire out of the cap? How about fuel? without either it will never start. Always go back and check the basic things first before going crazy.

Double check that the power wire is hooked up to the distributor. I assume this is an HEI dist. some times if it has been messed with a bunch it can come off the terminal, so go and check it. If it is ok, Then this:
You dont need to pull the cap off. Just 1 wire from the cap then hold it with something that will keep you from getting shocked next to the terminal you pulled it off of. Have somebody crank the engine over, if you have a spark the we know it is getting fire to the plugs. If not the we move to the next step.
