That's to keep the AC running when the Freon is low. Either that, or the switch has failed.

Like the five7kid said, that is jumpering the low pressure cut-out switch for the air conditioning compressor. The only time you want that on is when you are putting the initial can or two of freon in the system when there is no freon (or pressure) in the system.
You shouldn't leave that hooked up permanently. If there is a bad switch replace it. Otherwise if your system gets low on freon, it will not circulate enough oil to the compressor and you will end up ruining it.
