The problem i am having is the car is idling too high. It is idling at 1800rpm in park and 1300rpm in drive. How do i get it to idle down?

More info needed What is history of car.
Is hi idle recent problem?
Have you done any recent work to engine /,R/R any parts
Checked for vac leaks?

just got the car. no vac leaks or any kind of leaks. also need a new trunk latch whole assembly. know where to get one? changed the throtle positioning sensor and the guy we got it from changed the timing

If you can't afford to take it to a shop you'll have to get your hands dirty. Buy a manual (Chiltons is OK) and start reading. There are lots of things to check/replace. Spark plugs can give you a clue as to how it's running. Vacuum gauge to check the vacuum. Test the fuel pressure. Distributor cap, rotor. Assorted sensors. Maybe clean the idle control valve. The list goes on. If you can get hold of some basic test equipment. A digital volt meter is really useful. Make sure everything is connected right. And double check for vacuum leaks. Then.....

All of that is fine. We just replaced the idle sensor. It is still idling too high.

Why was the timing changed? It should be factory spec (10 btdc?) unless something else was done that would require a change. There is no idle sensor. Do you mean the idle air control valve? If so was it installed correctly and are the passages and seat all clean? I've got a complete spare hatch pull down but haven't look at it in detail yet.

The guy changed it because he said it wouldnt want to run. Yes the idle air control valve and it is correct and clean.
