Got myself a new car
So the other day I sold my 90 Camaro RS v6 and bought a 91 Camaro RS v8 believe its a 305.
Was wondering if anyone here could point me in the direction of somethings that would give me better HP and/or MPG. Yes I know they contradict each other lol.

Full tune up including o2 sensor, msd 6a/al, open element air cleaner since its a tbi. Also you could bump the timing up from 0-6 degrees if you run good gas.

What exactly is a msd cap and rotor and 8.5 msd wires?
Sorry I'm not exactly car savvy. Only knowledge I have is when I have to replace things because I'm not paying a shop 75 an hour.
When I bought the car I was told the timing is already bumped up 3. What is the standard degrees and is it above or below?

distributor cap and rotor button under it and full spark plug wires set u can do that yourself with eas. price wise you're looking at about 300 get it from autozone it way cheaper then buying it from the venders

Anyone know what the timing is supposed to be at? and is it above or below center. Was told it was bumped up 3 but no gurauntee that it was done correctly.

another bump 
Was told recently about this spacer plate that I could put on the top part of my engine under my airfilter that would increase my MPG? Anyone know what exactly is meant here. Heard it at the bar but wasn't told much about it.

a buddy of mine had one on a tbi camaro many years ago. itgoes between the tbi and intake manifold for mild hp gains

Stick or automatic? Current MPG? I bought a '91 RS LO3 / auto, came with a Flowmaster 80-series 2.5" muff. I averaged 23 MPG. I swapped a 3.42:1 axle for better acceleration and less down-shifting out of OD, re-calibrated the speedometer, and still averaged 23 MPG, with a best tank of 25. In other F-cars I've owned, I always got best MPG with 3.08:1 gears and 26" tires with 700R-4s. Always better than 2.73:1. Always.
