piston rings or valves seals
91 camaro No compression in number 1.(or very low) wont blow your finger out.Does not smoke.runs ok.My question is how do i check to see if its the rings or valves.the 1 plug had burnet oil on it?number 1 is still getting spark after i cleaned it and fired it back up.I heard you can check with paper on the tail pipe or with a vaclum gauge.and help would be greatly appereciated, thank you!!!

Try a few squirts of engine oil thru the spark plug hole and recheck. If the compression comes up, it's most likely rings. If there is no change in compression, it's most like;y the valves.
If it points to the valves, you now need to make sure that valves are opening and closing. Pull the valve cover on that head and check for broken/bent hardware.
