Try having it dyno tuned to verify that you're actually getting the most out of the engine as is. The dyno will also help point to the problem, if there is one. SLP Big Mouth runners? The only SLP runners I'm familiar with are the siamesed cast units. The Big Mouth moniker is used by TPIS for their high flow base(which is actually just an Edelbrock high flow base), which is discontinued from TPIS. If you are using the SLP siamesed runners as cast, they may be choking your engine. The cast SLP runners are tiny out of the box. They are only desirable for their potential when ported.
Just a thought. Before you go too crazy building the TPI for big power, be aware that you will hit the ceiling much sooner than you may like and the cost of building high power TPI is alot more than just using something like the HSR, which in the right combo, will outrun the hottest N/A TPI. My TPI is a beast but I have alot of time and money invested in it and now I am ready to go further and will end up shelving all of those pricey, modified TPI parts and starting from scratch.

Suppose I should ask if you've done anything to the tune or if you're running the stock PROM.

You have a TPI motor with a 350 tiny cam in a heavy car its not gonna be real fast. These are not hp motors

Will want a tune to make it worth it. What runners you have? Slp siamesed? If not siamesed its gonna be done by 4800. If siamesed you can shift near 5500

If you want to make the most of your engine and cam, you need to look at the heads, intake combo and tune. Unless you're prepared to do some serious work on the SLP runners, in my opinion you're better off with stock tubes. Focus on really cleaning up the runners in the base and opening up the plenum. Which heads does your ZZ4 have? Are they the aluminum option? If so, those are decent heads. If not, you will want to do something there. 275whp is about 345 at the crank. That's not alot to ask. The aluminum headed ZZ4 does 355 with a 4barrel. Stock TPI parts will support that with thorough porting. You may want to step up to a 52mm throttle body.
Matching a PROM tune to your combo is tricky. I prefer that you have it dyno tuned where the PROM can be customized using dyno results. The next best thing would be to speak with someone like TunedPerformance about burning a PROM from his experience based on your combo.
My max effort TPI pulls hard to 6,200 and I shift at 6,300. I have the soft rev on my MSD set at 6,900 and I hit it real quick if I get stupid and shift late. Look at my sig. for an idea of what I've done. The twisted wedge heads(no longer available) are just about perfect for TPI since they flow very well at low lift. The ZZX cam is a TPIS custom grind(290/290 @ .006, 240/240 @ .050, .560/560 lift 112 LSA). It's a huge cam developed to sqeeze max top end out of long tube TPI for their Vette race effort back in the day.
12 seconds from a street car is alot faster than you might think. I was at the track last fall and saw a Z06 vette run consistent low 12s on street tires. I took out my trans before I got the chance to run a full 1/4 but I think it will do a high 12 and it is a scary fast car.
