If it's only affected when it's really cold out and fine when the outside temp is warm, the first thing I'd check would be the choke pull-off on the carb. They have a tendency to leak, which makes the car run rough until it's warmed up.
Here's more info on the choke pull-off: http://www.carburetor-blog.com/how-t...hoke-pull-off/
Very easy to test, just remove vacuum line from it, push the plunger all the way down, then while holding it down, plug the vacuum line inlet with the tip of the your finger, then let go of the plunger. The plunger should only move a fraction of an inch when letting go of it while blocking the vacuum port with your finger. If the plunger goes all the way back to its resting position, you'll know the choke pull-off is bad.

I tried the method to check the pull off, it only moved very little but it starting throwing white smoke like a burning smell it got very hot under the passenger seat not sure why that happen is first time I have experience that it seems like under the car in the passanger side was getting very hot for some odd reason, it also seem to run better with filter assembly off

Sounds like the choke pulloff is good. The catalytic converter is right under the passenger's floorboard, and can get ridiculously hot if your air/fuel ratio is off, which it sounds like it is. Was this carburetor that you bought professionally adjusted and set up after the install? Or did you just take it out of the box and bolt it on?

A mechanic installed it and adjusted it, but it was still running a little rough and wouldn’t pass smog after he did, he also change oxygen sensor and adjust timing but car never run smoothly was still a little shaky but it started getting bad recently when weather got colder, so it might be that the carburetor needs adjustment? It stop getting hot after I put all the air filter housing back

That’s what I was thinking, maybe mechanic did not adjust it correctly, car used to run better with old carb and motor was not shaking, now it developed new symptom car hesitates and make puff noise when accelerating
