Fuel filler neck grommet installation?

I recently bought a new tank, fuel pump, fuel sending unit for my 89" Iroc. The tank didn't come with a filler neck so I had to buy another one. When I googled information on the tank and found this thread. link here. So I purchased the dorman 577-500 grommet that they talked about using to seal the neck and tank together with. But how do I put them together? What direction does the grommet go? Do I use a rubber mallet? Whats the best method? Twisting pushing down? I tried using silicone spray to push them together. It never went all they way through. Any help? I'm using Spectra Premium Fuel Tank Filler Neck Fn21 and gas tank 1AFGT00291. TIA!

Ok so... the grommet (577-500) itself is for Chrysler and Dodge makes. So i figure a little modification might be understandable. Because its such a tight fit and I was unable to get it all the way through the hole. I turned the grommet inside out and started sanding the inside of it. Even after taking it down a bit, it was still really tight getting it in I used silicone spray to lune it up and get it in. I hope this information helps someone else in the future on this subject.
