HEAD LIGHTS won't flip up sometimes...
It is an intermitant problem. Eventually they will work if I keep trying them. Is this a common issue in the third gen firebirds? If so what is it, if it isn't a headlight motor, or is it that?

Is it one headlight that won't open, or both of them that refuse to move when they hang up? If it's only one, it narrows down the possibilities. If both fail to open at the same time, you may have a different problem involving the isolation relay.

I had the same problem with my 91 TA. One light wouldn't come up sometimes. I would flip the switch a few times to get it up. The problem was a plastic gear that stripped and plastic ball bearings that got ground up into powder in the light assembly motor. Yes, there is a motor for each light. (thats the assembly with the lil black ****)

There is a module for the lights right next to the brake booster. I had to replace it on my 89 GTA. They arent cheap...about $150. Luckily I got mine for $20.
Anyway, is has 2 long plugs...one with 4 wires, the other has 5 wires. Try that.

There are two motors for the headlight doors. There is a motor actuator relay at each front corner (for each motor). There is also an isolation relay with a yellow, black, pink, white, dark blue, and dark blue/white wire on the terminals. This may be located under the hood on some years or in the driver's footwell/firewall area inside the car.
