I would think high 13.9 or 14.0 would be about right... Although I have been wrong before

You think it will run that fast up here in colorado? If so sweet!!! I only have about $3,000 into the whole car, so I would be very pleased with those #s. About $1,000 more and I could see 12,s HOLLY SHEEP ****!!!!!!!!!!!! Its about time to go whoop up on a certain srt4 I know! He bought the car for like $30,000 and put about 5 grand worth of mods on and runs mid 12,s. HAHAHAHAHAHA The 305 is coming!

Add at least a second to the times they quoted you.

Also take off $10,000 for what your friend bought his Neon for, then subtract another $4,000 for performance upgrades.

Last, erase your hopes of beating your friend with the Neon. Turbo cars lose much less power up here than you will. If he's modded like you say, I wouldn't even waste your gas.

Just being honest.

would 400 hp at the crank be enough to kill the neon?

Maybe, depends what he's done to it. Do you have any idea what he runs? Stock up here they run 14.5's. If he's stock or close you shouldn't have a problem beating him.
