Before I bought my cars I wanted a GN.I looked for months and I never found one that wasn't used up or $25000.If you can find a GN without rust , body wrinkles , an intercooler that's full of oil , and a bad tranny that is under $10000 ....BUY IT.You can run 11's with Buick turbos for about $1200.However....they handle poorly , and their brakes are a joke.DO NOT BUY A GN WITH T-TOPS!!!!!

If I could go back in time to where you're at I'd be looking for a car from the southern US. A 92 with a 305TPI and a 5speed with 100000km costs about $5000 to $6000USD (look at the US autotrader.com). By the time you got it here and paid the government ****** it would cost about $11000 CDN. The southern US cars will be rust free and haven't been abused by the winter climate.
Once you get it here you will have a car in excellent condition that would have cost $15000 here (if you could find one). Since you don't seem to have the mechanical knowledge I would stay away from major mods. The more you change the more chance something will break... not good if you can't fix it yourself. I'd have a mechanic bolt on a supercharger (with thicker head gaskets) and a free flowing exhaust... nothing else.
The above would give you a sweet car that would run low 13's in the quarter mile.
The GN's are too collectable. Detail parts cost a fortune and they drive and handle like a milk truck (unless you spend $2000 on a new suspension)
------------------
1986 Trans Am
carbed 350 - .30 over with 9.75:1 comp.
+- 315hp/390ft lbs.
700-R4 with 2500 stall
3.27 (ick!) gear
SLP 1 3/4" headers w/MAC catback and cat.
96 5 stars
SFC's, braces, arms, and a bunch more expensive stuff
no timeslips yet

Go to this site www.kanetix.com for online insurance quotes. Just don't give them your real name or they will hound you to death.
Apeiron is wrong about the humidity. I also have a 69 El Camino, imported in 86 from Alabama, and the only rust colour is from the red dirt that found it's way into every crack and crevase. Salt and extreme cold are what kills a car.

The only good thing about saskatchewan and the only reason I have to stay. My 83 is $608, my license was $25, i got a speeding ticket next year its $35. You can insure a 2001 Trans Am here with that $3000.
