New SR 383 --> Injectors won't fire...

Just got the new engine in tonight and after repeatedly cranking it over as we tried new things we could still not get it running.
There is good fuel pressure in the rails, nice spark, but absolutely no fuel getting in the motor. The car is running stright pipe and none of us could smell any gas from the exhaust so this leads me to believe it is some sort of ECM/PROM/injector problem. EVERYTHING is new (harness, ECM, PROM, injectors, etc). I had an extra ECM so I swapped it out though that yielded no progress. The only thing left would be the PROM. Is this possible?
I would like to see if the ECM is in fact sending pulses to the injectors though exactly how should I go about doing this? I have my Fluke handy so thats no problem. Anything else to check?

There needs to be a signal coming from the distributor (pickup coil/ignition mod) to let the ECM know that there is a spark so it can fire the injectors...I would check the ignition module and see if it is bad...

Take it to the nearest auto parts store and have them check it about 5 times to make sure the results are the same...

get a NOID light for testing the Injector pulse or just use a test light.

I rem I wasnt getting injector pulse befor years ago and it was something stupid like I forgot to Hook up the oil pressure safty switch.

Check all your grounds etc...

Stumped...

This is odd. I checked some other things out and found that there is no ignition voltage getting to the ECM. Yet, I still managed to get spark yesterday and heard the fuel pump start once there was oil pressure (no prime though). The fuses are good, there is 12v at the pink/black wire at the ignition switch but that same wire has no voltage at the ECM.

No I put the harness in after the block went in so thats not it. This is a rewired harness (TBI to TPI) done by Howell Engineering so I'm not sure if I should be doubting their harness or my install. What should I check next?

Trace the color wire that's not powering up back to it's origin. it is not likly to be diffrent than the TBI was. check fuses ?

Howell Eng. does great work I had a harness redone by them about 4 or 5 yrs ago.

check and double check your grounds. All sensors and fuses etc..

remember... the coil gets power from the key. the computer only controls
the timing engine running. other than that its like a regular hei
system.
new injectors?!?! ohm the injectors and they should measure
12-17Ù.
i had installed some 30lb msd with 8Ù and it wouldnt fire the injectors.
reinstalled the 24lb injectors and it cracked off nicely.
some of these racey injectors are low impedence and these gm
computers dont have the butt to open and/or close 'em.

Thanks, I did check the injectors and they are all 16 ohms so thats good.
So what you are telling me that even if the computer is getting no power I would still get a spark eh? That is exactly what is going on. I found it fishy because after looking through the wiring diagram in the shop manual I saw that the four pin dist connector leads directly to the ECM for a few different functions. I'll have to look at the diagram again to confirm what they do. I just gave up for a few days so I don't go completely insane. I'll be giving it another shot later this week. Perhaps after two years of having this beast sitting in my garage I'll actually fire it up.

did you check the fuse up by the battery?

Im pritty sure the ECM needs power or your not gona get spark or anything man...
