Headers and a catback will relieve a small amount of the top end loss, but that is already outside 400 bucks... most economically, you can invest in a dremel and a bit set. With that - you can slowly port out the plenum, match the runners, and port the base a little. That will do more for the topend than exhaust work, and you can essentially DIY.

no, no, no, & no.

The 4500RPM cliffhanger is because the TPI system chokes at that point of demand. The only way to relieve it is to improve the flow of the TPI. You can port your stock stuff (good), or port aftermarket stuff (better).

oh ok, cause when i gun it on my blue iroc it goes all the way to 5200 no problem, but with my white one i gun it and it just goes 4500, so was there a big change with the 88-89? i mean both of them are stock, but i guess the 89 was a better car then

what year is the other one? and is a 350 too? its possible something isn't right like timing for ignition stuff, but it sounds to me like the normal tpi brick wall. Maybe the previous owner has done some work to the other one. Exhaust would be best but like said a good exhaust will run more than $400. You also could look at SLP or comparable runners.

Somethng isn't right there. It should rev past 4500 RPM, the "brick wall" people speak of at 4500 is power, horse power falls off rapidly after 4500 RPM, but the engine will go beyond that point.
