Junk under throttle body

Junk under throttle body
Does anyone know if i can remove the plate under my TB where the coolant lines go in and out. I want to bypass them anyhow but dont know if i can junk the bottom plate and the bolts are sezed so there is no going back once its off.

That can be replaced with a bypass tube that hooks the two coolant lines together.All it's for is to keep ice off the throttle plate in cold weather.
You can remove the plate, but you'll be shopping for a new throttle body shortly after you realize that the IAC stepper motor and valve also mount to that "junky" plate.
Penetrating oil, a little heat, and patience usually get the screws out - Even after they've been in there for over 20 years:

Be patient, and they'll come out. You can even scale this image up and make your own gaskets if you cannot find them at your Holden dealer:
