I would think the higher the horsepower the motor was making the more the airfoil would be worth.

I would not think so much the more horsepower, but the volume. So lets say supercharger or turbo this would or could be a beneficial tool. Just like 58 mm TB's only good if you need it :P
You could run that ten times on the dyno, and five times it would make more power, five times it would make less power. Which two (worst and best) runs do you think advertisers are going to use to market the product?
2HP MAYBE is different than almost 10 HP proven by simply changing to synthetic lubricants. That doesn't even begin to address the other benefits of using synthetics.
Decent valve springs (and no other mods) will probably get that much more peak HP over a stock engine, and you can get valve springs for $50.00 any number of places.
