Okay I have a vortec long block with everything ecept the intake and I want a TPI setup on it. Would the HP/Tq be estimated for a Stock 5.7 Vortec with the TPI intake on it??

Its hard to estimate power when you haven't given any information on the "Stock 5.7 Vortec" (year, vehicle, etc). Without knowing that, nobody knows the base power you are starting with.

I think the L31 engine developed either 265 or 285 hp in the pickup. I think it was 285.

With the tiny cam in the Vortec trucks (about 194/198), I would say it would make about the same amount of power as a regular TPI engine. Put in a L98 or LT1 camshaft and you'd see about 20 more HP.

i have a 96 vortec stock engine with tpi on it and it has 305 hp at the crank when it was dynoed
