Tools required for valve stem seals?

What tools are required, outside of normal tools, to do valve steam seals? If you don't mind posting a link that would be great!

is the tire still on, or just the bare rim?

From what I know, make sure the hole is clean and use the soapy water thing then push it in.

Maybe you use the tar seal stuff? And if you need to mess with the valve core.
