350 TPI misses at constant RPM
I have a 91 firebird with a 350 TPI that keeps on spitting and backfiring whenever I try to drive at a constant speed. If I step on it it runs fine but seems a little sluggish, on the downshift the backfiring is worse. I have new plugs wires, cap, and rotor, and the timing is set to 6. I also have none of the emissions system hooked up, but im told that wouldnt make a difference.
Could it be the ignition control module? I dont want to buy it and figure out that wasnt the problem.

It could definitely be the ignition module and/or the pickup coil. I'd change them both as they are prone to failure and relatively cheap. Don't forget the heatsink compound under the module. Check for play and clean any sludge off the dist shaft while you have it out.
