700r4 not shifting when cold

Whats up guys? so I just bought my first project car witch is a 1992 rs with a 305 and a 700r4 trans. the car has been sitting for about 3 years. I've been going threw it and replacing and fixing what I can and I have gotten the 305 running like a dream. but i cant figure out why the trans dose not want to shift out of first gear when its cold,it will shift but goes all the wat to about 4k rps before it shift and shifts hard. once it warms up shifts pretty good its little slow on shifts some time but other then that perfectly fine. any ideas would be appreciated.

Sounds like the TV valve is hanging up while cold. A line pressure test would show if this is true or not.

With the engine running disconnect the TV cable at the TB. Then give it some quick pulls and release it. Reconnect to TB and see if that fixes the issue.

Do this with the engine/trans cold as that is when it acts up.

Can R&R the TV valve with the trans in the car. But you may need to drop the valve body.

Re: 700r4 not shifting when cold

Is the throttle valve cable attached to the throttle body? It is pulled when the throttle is opened.
Did any of your work involve working with the throttle body where it may have been put back on and end up adjusted?
A fluid and filter change involves a pan drop and is a great idea at this point.
