The T5 83-89 Camaros had speedometer gears and cable. The speedometer had an optical VSS in the back if it.

That is the eye sensor, and buffer box. They very rarely go bad, and I would follow the factory service manual procedure (virtually any 80s GM vehicle manual should have info) to verify failure before firing the parts cannon.
