You must consider their defination of city.
But I get 25-28 city easy with a 5 speed 2.8.
Last time I watched, I got 270 miles on 10gal
I think when they say city they mean big city traffic with constant stop and go traffic.

Hmm....Seems I'm getting better mileage than that in my '87.
about 25 mpg city (avg) this is short drives, like 10-20 miles (no stop n go traffic), 32 mpg on the last long trip and that was running 75-80mph the whole way.

Depends too how many miles on the engine and if it is running well (tuneup, sensors, tires, etc.)
