timing chain confusion

I was talking to a few people who said that, if the timing chain is not broken, when replacing it, you do not need to set it at TDC. They said that, you only need to line up the timing marks on the sprockets. Im not sure if they are correct or not because, you guys say yes you must set it at TDC first. Which is correct?

A highly trained mechanic could prob install a chain with the motor in any position.

I am mild skilled and I would still advise rotating the engine pre-pulling old one off to TDC.

Its one of them CYA type things. It only takes a couple of min more to rotate the engine and do it right. Why not?

QFT!

I ALWAYS set the engine to TDC, when doing stuff like this.

BTW, what's CYA?
