Ok Here's the way i've approached this before.
It's easier on the f-body cars to seld the turbo flange to a section of exhaust after your y-pipe or fab up a crossover pipe to meet the turbo flange.
If you choose to do it this way, which has been widely proven, you then follow these steps:
1. Mount the turbo
2. Run oil lines
a. Send comes from a pressurized source (I use the oil filter plate)
b. Return can go into one of the valve covers.
3. Run water lines (if applicable for your turbo)
4. Fab charge pipes from turbo to intercooler or throttle body (You'll need access to an exhaust shop pipe bender, or go on ebay and buy the kit with generic intercooler piping, hose clamps, and couplers)
5. Run your DP to a location you desire and mount your intake.
6. Replace your stock pump with the Stock TPI pump (My recommendation)
7. Purchase a 1:1 Rising rate FPR, which matches boost with fuel pressure.
Now here is where it depends on your budget.
You will either need custom EFI (I recommend using a MAP sensor to replace the MAF)
Or you can (For a draw-through MAF setup) Extend the MAF wires and mount the MAF before your turbo, between the filter and turbo; then use a piggyback-tuning system (APEX'i SAFC, Greddy PROFEC, ETC...)
From there you will need to determine the injector size you need based on your power goals.
Anything more, lmk. I'm glad to help.

Re: thinking about a turbo...
You can't route the oil return to the valvecover if it's mounted at the y-pipe. The turbo needs to be mounted above the valvecovers to drain back, unless you use a pump. Easiest way to mount it would be between the radiator and engine, and the return to the oil pan. Pretty common way of doing it on these cars. And you don't need an aftermarket ecm, you can swap in a '165 or '730 and spend much less money. Here 'ya go --> https://www.thirdgen.org/forums/diy-...take-look.html

^^^ I stand corrected :] thanks for the correction man!
My preference is an accu-sump style pressurized oiling system.
I like to keep it separate from the engine oil, hence my idea to return to VC.
