Sluggish IAC motor?

Sluggish IAC motor?
'86 2.8: Between shifts, the RPMs stay high for way too longs, and I get into the next gear with the engine turning too fast. Sitting still, I can rev it, and the tach stays up there for more than a few seconds before slowly creeping back down to idle. Sluggish IAC motor? Dirty MAF? I already cleaned out the IAC valve seat and pintle. What next?

Kill? Won't stall at all, just keeps the RPMs up too high for too long. After it calms down, it idles just fine. I will try disconnecting the MAF when the weather cooperates. BTW, after it warms up, and I disconnect the IAC motor harness, it runs GREAT.
