Engine: 327
Transmission: 700R4
Axle/Gears: 3.23
Lights behind speedo wont work.

I have an 85 Z28 and the lights behind speedo won't work. Also one have of Heater controls won't light up. Any ideas or suggestions would be greatly apreciated

take out the gauge cluster ,remove front face peice,then take out the little bolts i think 6mm , then the two 10mm in the check engine spots, one on each side ,an there are like 10 little light bulbs, replace them all while your in there, also for your heater unscrew an remove an little light plugs in the back of it, or remove radio an reach up an twist an pull light out an replace bulb, before you buy bunch new lights swap some from behind your tach an make sure this is the problem

Here is the thing. I have taken it all out. Everything else on cluster lights up. I do have to wiggle the light switch some times, but they light up.

More about cluster/light removal. In your initial post you didn't mention that you'd already removed the cluster. Guessing, it sounds to me as if you have burned out bulbs as well as a switch issue.

I looked at all bulbs. Looked good. The lights behond all other gauges work. Just not speedo. Could harness on that side have something to do with it?

An easy check, as mdi suggests, is to swap in a bulb that you know works, then I'd clean the contacts on the driver's side, reinstall and see what happens. Make sure the cluster is well seated.
