So do I really need the special tool to get the harmonic balancer back on? Couldn't I just tap it back on with a hammer using a 2x4 to cushion the blow?... or maybe a rubber mallet?

nevermind guys i figured it out myself. i had one of the pads wrong. for anyone searching with the same problem. the shoes are a bit different. one has a thicker pad then the other.

Ive had this problem of fuel mixing with oil before. in my case the fuel pump was the culprit. also make sure the fuel pump bolts are nice and tight.
