Mathematically correct it should be called a 409. The common designation of408 probably gained popularity to keep from confusing it with the old 409 engines.

Is it possible when you changed the plugs you got the firing order wrong? Sometimes you can be absolutely positive you have it right, then check it again and a couple are crossed.

When they 'go flat' at the top end, it usually is ignition. Its interesting that you are going lean though. Keep pluggin, you will get it - thats what the dyno is for.

I agree it could be exhaust leak too. Look at everything before you start tearing into the whole engine and get to a point of no return.
