I didn't mess with the Coolant Vs. IAC steps table. I did try adding more kickdown steps, but it didn't help. I was unaware of the different IAC shapes. I will have to look into that. The harness...

I had a chance to play with this some more this weekend, with some success.

I moved the %TPS for idle threshold up and raised the high MAP error limit value. The truck will now start and idle...

Yes, I could live with 40 if it stayed running, but since it NEVER goes below 40, it has me scratching my head. TPS is not adjustable. As you said, I expected between .5 and .55 volts for the TPS....

The motor that we had 38* all in on was running L31 Vortec heads, which I understand can tolerate that kind of SA.

No. Not a typo. 38* @ 2000 RPM.
On the dyno, we tried 36, 38, & 40* all in by 2K. Made the most power at 38*.

In the 1227747, Channel 3 of the APADC comes in on byte 21.
7747 has a 20 byte datastream.
