Fuel pumps themselves can die slowly & run off & on for a short time, before they die entirely. Mine did that a few years back.

Hitting the floor above the pump when it wouldn't come in would...

I will tell you that 15x10, 4.5bd will be a cake walk in the back.

4.5" bs on a 15" rim is going to be very skeptical & for the most part....Uncharted territory & I doubt it will fit.

I know if you use the factory aluminum drum slip-on spacers on the front, the rear 16" wheels will fit the fronts. The you can put the fronts on the rear & the result will make the wheels look...

I have to question this, because I have 275/40R17s on my 17" x 9"/5"bs ROH Snypers. I was under the front end one day & noticed how close my tie rod end was to the wheel........

While that is a "mod", that only requires tuning some nuts & bolt, which is why I wanted to ask before giving any answer.

Projectors like these are what you can use to mount in those housings. Some people go to junkyards & rob projectors from used cars. That is fine, if you can find some that work.

Double check how centered your rear axle is. Mine was off by almost a full inch (to the drivers side) at stock height on stock wheels & tires. Needless to say, I Adjustable Panhard Bar...

Sounds like your in for dropping the take & rinsing out the sediment in the bottom.
