i don't necessarily think that that is always the case...my car ran a LITTLE bit better. not enough to spend the full price on a chip though.
if you can find one used (on ebay or something) and can pick it up cheap, then it is probably worth it. but DEFINITELY not for full price.

Hypertech Chip
I installed the Hypertech chip on my car and it made a noticeable difference, advanced the timing and opened up the secondaries (which is asking a lot for my car). I have an 86sc 305 with a 4bbl, which is probably why I saw the results. The performance increase from these aftermarket chips depends a lot on whether you have fuel injection or a carburetor, and what year your car is. If you have a late model third gen with fuel injection then you probably wont notice much of an improvement, but if you're stuck with that Rochester 4bbl then you should see a noticeable difference.
Also, if you've swapped out your stock cam then don't expect to see any improvement (in fact it may run worse with the chip). The chips are designed to improve a 'stock' engine set up, if you've already ripped into the engine with all sorts of mods then you wont get anything out of the chip as it's expecting to get stock data values at the sensors (if you still have them).
Some good news to report though on Hypertech: I read in the June issue of Chevy High Performance mag that Hypertech will be releasing a whole new system for third gen cars that will superced the chip they now have. Hypertech is just finalizing the details on the package so they haven't made the official announcement yet (I called them to find out more and their customer support techs weren't even aware of it yet).
86 Camaro SC 305 4bbl (Original Owner 263,000 miles): K&N Air Filter with Xtreme Lid, Pertronix Flamethrower Coil, Hypertech Power Chip, Flowmaster Series 80 with Flowcat, American Racing Torque Thrusters (16”) with Toyo Proxes TPT’s (225/55/R16/95H).
Future Mods to Include: Edelbrock Headers and Dual Plane Manifold, CK Rods & B Hangers, Tranny Rebuild, Aluminum Driveshaft, 3.11 Posi Rear, KYB Shocks & Struts, Cowl Hood, B&M Ripper Shifter, Grant Steering Wheel. $$$

I found my thermomaster chip at a swap meet for $10 so i said what the heck and bought it. I really could tell no difference in power except that it shifts much firmer even getting a good 2nd gear scratch which it never did before. Plus my cooling temps stay right around 190* and never gets up to 220* like it used to in stop and go traffic. But its not worth full price. I expect mine to be worth about .1 or so.

A friend of mine installed one in his 305 TPI, 5-spd..
He said it made a noticeable increase in throttle response, and it allowed him to chirp 3rd gear, so... I dunno.. seems to work for some, and others say they don't feel a thing

i can't say it didn't work as it bumped up the timing, adjusted the shift very little and hightened throttle response. when in comparisson to some of the custom chips which are almost double i suppose it works. however, i would never buy another one. for the price there are alot better things to do and half of those things can be adjusted without the chip.
don't waste your money.

Power Chips
Since the general concensus in this thread is that Hypertech chips suck (except for those of us with 305 4bbl's), what other chip manufacturers are out there for third gen Camaro's?
Has anyone had any experience with JET Performance Chips? The JET website offers a chip for the third gen.
Also, can someone provide me with info on getting a custom chip made. Who do I contact, etc.
Thanks.

Pretty good thread on the subject of "pre-made" chips...
