Chrome Paint
I want to paint the caps that are on top of the strut towers to make them look like they were chrome plated. What kind or type of paint should I use?

All spray-can style "chrome" paint tends to always look silver. They never have a true chrome reflection. I would just save up for billet strut mounts, or keep yours black.

I'd like to see you paint a full car with a quart of paint, and dont say a matchbox car, nor hotwheels.

In reality it depends on what color the paint is, what brand / line of paint you use and what background you are spraying it on, cheap napa crap you better get at least a gal if not 1.5 gal especially if you dont have a sealer exactly the same color as your base. Good stuff like PPG Global, Deltron, get a gallon and be happy, you'll likely have some leftover for touchup work later.
try one of your local plastic coaters. vacuum plating is still done to day on many plastic interior pieces to look chrome which is what the plastic caps would work best with. either hand polish the plates if you are hard on money or have them plated.
