If by "from scratch" you mean Can you build a Firebird out of all repro parts without ever using a real car? then no. There are parts that are not reproduced, like the firewall, the trans tunnel, etc. Plus, you need a VIN tag to register it.

Building the shell of the car out of pieces is really futile since you can pick up a thirdgen shell for almost nothing. Believe me, you'll put enough money in drivetrain, suspension, interior and paint. You don't need the extra expense of building a shell from scratch.

Just my $.02

They re-use the VIN from the Fiero they built the kit on ?
Then fill out a "Body Type Clarification/Body Type Change Affidavit" so the title/registration will reflect the changes/mods.

Otherwise, depending on state laws, you have to fill out an application for Special Identification Number for motor vehicles.
It does however (in Indiana), have to have and id # to be titled, registered and licensed. Just my opinon though....

Car: 92 Firebird soon to have 88 gta bumpers & ground FX on it. If anyone needs toh 92 style stuff let me know I have all of it except for a couple of small parts I just hate that style.
Engine: 5.0 TBI
Transmission: Auto
To bad you are not closer to me. i wil have a shell that would be worth restoring that I would sell cheap. It is a 89 GTA was a 5.7 with t-tops. I remember asking the pontiac dealer back then about them and was told they were not usually made because of the extra torque? could be BS though.

Hey firebird 383 what was the process like putting on the new 91 front end? Did you just need the plastic bumper itself or the whole reinforment rubber and everything. Also do my 88 headlights fit with it. I found a rear bumper from a guy thats from a Trans Am and he says it was the same design from 84-92. Is that true?

Supposedly they used better sealants and stuff on the 92's, in an effort to make the body more rigid. Don't know if I'm right though, I think it's even listed in the tech section under productin history. Something like that...

You can re-seal the seams, if that's what you're talking about, If you really want to do some work, I read somewhere you can weld the seams. I'll bet that will stiffin things up a bit.

Maybe in Nebraska. In IL you have to have a VIN tag and a title to register the car. And Aric, I rule.

T/A rear bumpers came in 3 styles: 82-84, 85-90 and 91-92. The guy doesn't know what he's taking about. All the 91 conversion stuff is in this thread: 91-92 Bumper Conversion thread
