Re: cleaning out under hood
how much are you trying to take off? if its just a scuff and paint
, if you want to totally strip it and start from scratch, chemical paint stripper works great and gets into all the nooks and crannies.
other option, electric random orbit sander

What are you trying to do? On my 82 Corvette and 88 S10 Blazer I used a combination of engine degreaser, scrub brush, and Purple Power and then hit it with a pressure washer......it cleaned it really well and good enough for paint.
I used eastwoods "engine paint" for my vette and used PPG omni base coat/clear coat on my blazer...the black in the engine bay on that is just "low gloss" hi temp engine paint from autozone
My vette

Re: cleaning out under hood
I used "Purple Power" when my engines was out. I let it sit overnight then hit it with a power washer. Like the previous post says. That stuff is amazing. Where gloves when your spraying it on.

Re: cleaning out under hood
I'd suggest that every part of the engine compartment gets detergent washed several times before any sanding or grinding is done to keep grime and goop from getting inbedded in the metal or existing paint. Nothing will ruin your new primer and paint than a load of contaminants. Looks like a lot of hand sanding to get around all the curved places but it will be worth it later.
Good luck
