It was pretty rusty underneath so I did a little poking around... and then my dad shoved some pliers right through it.

that top piece is just spot welded on IIRC. You should be able to cut one out of a donor car and replace it. If the rust goes beyond that top piece, it will get a lot more involved. I wouldn't say it is an easy fix, but nothing that cant be done. I have the same issue on one of my towers on my dirt car.
There have been members on here that have replaced the cap. Just look around some. One guy had some good pictures.

This is what I am currently doing, taken out of a 92 Camaro to repair and transplant to my 89 IROC-Z.
This cap is finished, rust hole fixed by cutting out the rust and welding in a new section of metal.

This wheel house is almost finished, need to smooth it out some and weld the cap back on.

The other side waiting to get started.

I have rust in the same area. Is the metal doubled on the flat part of the cap? As in does both the wheel housing and the cap need to be repaired? Or does the wheel housing have a big opening above the strut and the strut bolts directly to the cap (strut bolts do not also go through the wheel housing?)
