help with my brakes

a little back story...

my car was sitting for four years. i have been going through everything getting it all going again. right now i am concentrating on my brakes. as of right now it takes a lot of effort on the brake pedal to full stop. when i first hit the brakes they grab pretty good. but at slow speeds coming to a stop i have to press the pedal hard to completely stop the car. only thing i have done so far is completely flush and bleed the brake fluid.

i have heard that you can test the power booster by having the engine off pump the brakes till they are hard then hold pressure on the pedal and see if it holds. mine does hold. so my power booster should be good right?

my next idea is to replace the front rotors and pads. could it be anything else i havent thought of yet?

one more thing. i was driving around and wanted to see how good the work or not. i was going about 20mph and slammed on the brakes as hard as i could. i couldnt lock up the tires. my car is non abs. idk if that helps or not.

how much vacuum are you pulling, in gear at a idle. You need 13- 15in for the booster to operate

You know what, I haven't checked vacuum in gear. But in idle at 900 rpm I have 14-15. In gear idle drops to 600. I will check it today.

Still have the original rubber lines on it? If so, I'd replace them, fairly cheap and easy to do. Needed or not. They are notorious for collapsing.

OK so in neutral at 900 rpm it is 14-15

In drive at 600-650 rpm it is 11-12.
