Stock factory carb? Computer controlled, I assume (i.e., not modified and not Canadian).

It's supposed to do that. That's the mixture control solenoid doing its control thing.

Oh, points didn't make any noise. Solid lifters - that's another matter...

When does it tick? Does it do it when the ignition is on but the engine is off?

Right... anyways if you have any doubt take off your air cleaner, turn the ignition on with the engine off, and see if the ticking isn't coming from the passenger-side front of your carburetor. If you want to be even more sure, unplug the connector on top of the carburetor (passenger-side front) and see if it doesn't stop. Also if you turn the ignition on with the engine off and wait about a minute or so it should stop.

Well, obviously if it does it when its NOT running then it is NOT a lifter unless you have some special engine that has magical lifters that work when your engine is off.

As stated above, if it makes the clicking noise when the engine is off as well as on, its your MC solenoid. It's perfectly normal.

Is the clicking quick, steady and rythmic; or slow and sporadic? Is it different when the key is on but engine not running, and when the engine is running? Does it stop after the key is on for about a half minute without the engine being started?

What is the voltage at the battery when the engine is running? Does the clicking go away when you turn things on, like the headlights, for instance? Do you hear it inside the car, or only when the hood is open?
